It wont run and when i try to extract it, it doesnt do anything, all my av are off

hello everyone i have a problem i can't open this file my anti virus won't allow it i delete my aw but still nothing what i must to do ? i even disabled windows defender but still nothing any advice for me ?
 
Yo Saz, I keep trying to extract the file but Windows keeps deleting the file. I'm a noob at this, any tips?

if it was deleted by windows defender you could restore it via the protection history

Couldn't check for new update, please try to restart the application or check your internet connection. If you don't have acces to pastebin.com, use a vpn

It is prob because of your dll (outdated), find a up to date dll and it should work fine
