Just write to steam support.
I would not recommend to use the same number even after 5 years. Because this number is dd as cheater that used cheats with no protection against VAC

It is just a thing I saw in another website and it seems that it was an individual experience.
It is been 66 days since I got banned from an account after a day I achieved GE.
I will try to reuse its number after 24 days and reply here.

Need lvl 21 or 23 (i don`t know anymore) and then you add steam phone number.

It is been 90 days and after I added the phone number from the banned account to the new account, it didn't get banned however the prime status wasn't restored
